The Bureau of Investigation has little with Military operation. Basically, It was a intelligence-gathering agency before 1954. The remote relation between the Central-statistics and military forces is mainly during the Second Sino-Japanese War or its intelligence conflicts with the Chinese Communist Party before 1950s.
